For $800, illegal immigrant rents fake IDs in Arkansas

To his bosses at Pilgrim's Pride, he was Juan Jose Rodriguez _ it said so on the birth certificate and Social Security card he presented when the southwestern Arkansas chicken plant hired him six years ago.

At his De Queen home, he was Joel Garibay-Urbina _ with a wife, three kids and a mortgage.

And to police officers responding to a domestic violence call, he was just the latest illegal immigrant to have two identities after an arrest.

"We've arrested them and they offer an Arkansas identification card and they give us a ... work badge and it's a different name," said De Queen police investigator Sean Martin. "There's no real way to tell."

It turns out that for $800, Garibay-Urbina had rented the American dream.

Assuming the identity of a genuine American _ keeping the documents just long enough to convince Pilgrim's Pride he was a U.S. citizen _ Garibay-Urbina, 28, of Guadalajara was able to get a job, buy a gun and live undetected until police arrested him after he fought with his wife in January.

After crossing the border at Laredo, Texas, with a six-month visitor visa in 1995, Garibay-Urbina is slated for deportation to his native Mexico after a one-year prison term. Had Garibay-Urbina not been accused of domestic battery, it's unlikely police would have ever suspected a crime. Reports from the U.S. Department of Health and Human Services' Office of Inspector General say cases are rarely pursued.

"Birth certificate fraud is seldom prosecuted unless it can be linked to large dollar losses or other punishable crimes," said a 2000 report from the inspector general, its second report on such ID theft in 12 years.

And the sad part is that this illegal could still be granted a Z-Visa under the Senate amnesty bill.

Here it looks like Pilgrim’s Pride was duped.

Pilgrim's Pride is the company funding the pro-passage ad campaign in Georgia. I'm sure they took whatever ID this man showed them at face value. If they are upset over anything it will be finding another illegal to replace him.

Here is a scenario for you.

Juan Jose, native born citizen with a valid SS number, chooses to work in the informal economy.

Juan Jose earns money by renting his credentials to Joel the illegal.

Joel the illegal works in the formal economy. Joel and Joel's employer contribute to Juan Jose's SS account and earns the 40 credits needed for Juan Jose to collect SS in his old age.

Since Joel got caught after 6 years, Juan Jose will have to find another illegal to rent his credentials to. This second illegal will have to work 4 years for Juan Jose to get his 40 credits.

Bo Pilgrim became famous in Texas when he went onto the floor of the state legislature and passed out large, cash campaign contributions to many legislators.

Just think, he could be double-dipping welfare benefits, and eventually, he might be voting TWICE.

Good point -- now that federal inaction has created an entire class of people using forged identities in their daily life it will take a real effort to clean up the mess. There is no way that their Shamnesty program will even figure out the identities of the people that get the Z-visas, unless of course the CIS takes the next 10 years to process the applications, something we all know won't happen. So we'll end up with millions of people who have govt. issued ID cards based on false information. Yep, that will surely improve our security..

Just remember: the 9-11 hijackers received automatic visa extensions in the mail, six months after they were the most infamous dead terrorists in history.

There is no way the Z-visas won’t go to every single applicant. Just pick names out of any Mexican phone book, and produce a photoshopped water bill (”Hector Ramirez” etc). Voila, after 24 hours, instant Z-visa!

If this bill passes, we should all submit ten fake names, (Irish, Canadian etc), just to clog up the system and bring it to a standstill.

And every one of those documents has a different look and format,, sometimes many formats depending on what printer they bought from that year or the next... birth certificates are both the most critical document to creating a false id and the easiest to fake as long as they are not going to be verified with the issuing agency, there are quite a few well known counties/issuers that have lost documents in fires and would be ripe for fraud.

How are you going to keep track of birth certificates when we can’t even keep illegals off of our CONUS military bases or protect the keys to local police stations and city offices from them?

We have DMV offices that are selling drivers licenses under the counter and I suspect the same is happening to birth certificates with the new brand of hispanic nurses and translators in our hospitals.

We were poisoned from the head down. The disease is in our stomach and lungs now. Soon the Republic will be history.

All but the largest hospitals supply a “worksheet” to the county agency that issues birth certificates, any fraud would probably occur there as having the hospital receive a certificate for a non-existent baby would be a dead giveaway.. an invalid/false birth cert with the current date would be valuable only in gaining entry for a youngster and not for work ,, the birth certs that are wanted are the ones that are your age +/- 5-7 years , the way people used to get those was simply to find a headstone for a child that died young and was born around your birthdate (since that would guarantee no criminal history would show up) ... up to about 10 years ago you could simply request a duplicate as most people didn’t value the document... how do they get them now? I would guess they just use good paper in their laser printer and MS Word...
