Considering Hunter’s long-standing record on cracking down on illegals - plus support for a border fence - I think he has something different in mind.
We do need to consider one thing - and perhaps Duncan Hunter realizes this - not all Hispanics are illegal immigrants. There are certainly a large enough number of them to give that impression, though.
