So, did the republicans divvy out the anti-amnesty (no) votes to ensure passage . . . but to protect the reelection of the senators in danger from an pro-amnesty (yes) vote?

Or in the case of here in GA so the heat would be off? My guess is they will now say the added amendments make it all good and can vote for it with a clear conscience.
