Backers of a complex and contentious immigration overhaul resorted to a rare parliamentary procedure today to speed disposition of amendments that threaten to derail the bill.
Majority Leader Harry Reid, D-Nev., introduced a 373-page clay pigeon amendment that encompassed 27 separate amendments as a means of moving the chamber toward a final vote on the bill (S 1639) before the Fourth of July recess begins this weekend.
Reid is breaking the omnibus amendment into 27 individual parts, with votes on each either before or after tomorrows scheduled cloture vote to limit debate on the bill itself. That showdown will require 60 votes.
The individual amendments can be adopted only at the end of debate on the bill, unless they are agreed to by unanimous consent. In the meantime, the Senate began voting today on motions to table and thus kill specific amendments. Once tabled, an amendment is dead.
First up was a bid by Kay Bailey Hutchison, R-Texas, to require all adult illegal immigrants who want to stay in the United States on a probationary basis to return to their home country within two years in order to receive a Z visa allowing them to stay and work indefinitely. Her amendment was tabled, 53-45.
Senators also tabled, by 79-18, a Jim Webb, D-Va., amendment to limit Z visas to illegal immigrants who have been in the country at least four years and can demonstrate ties to their communities
For the Democrats, I would strongly suggest taking a pro-union/anti-illegal alien stance (i.e. they are taking our jobs) rather than using the conservative national security angle.

So what they told those who were against cloture is that if they voted for cloture they could present Amendments.
Now that they have their cloture they use a trick to close down the Amendments.
Is that right? have I got that right?
I mean this is the most ethical house ever isnt it?
Those who voted for cloture must feel pretty stupid right now. And they are.

INHOFE STATEMENT ON IMMIGRATION VOTE
WASHINGTON, D.C. U.S. Senator Jim Inhofe (R-Okla.) made the following statement in response to todays vote to invoke cloture on the 2007 Immigration Reform Bill which passed 64-35:
I am very disappointed in the outcome of todays vote. A vote for this motion to invoke cloture is just one step closer to a vote for amnesty. Thirty hours of debate and a limited amount of amendments will not change the underlying nature of this bill. I have long said that I will not support any measure that allows illegal immigrants to shortcut the current path to citizenship and I will continue to fight to expose the flaws in this bill, helping to defeat this egregious gift of amnesty to 12 to 20 million illegal immigrants.
Its time for the Senate to listen to their constituents. The American public does not want this so-called immigration fix. What they want and what they deserve is for the federal government to secure the borders and enforce the rule of law both of which can be achieved without an additional 800 pages of new legislation.

re-started debate, there will be no opportunity for open debate of the
sort that could potentially improve the Senate bill enough to make it
