It will be later this year. The Senate has political cover now, because they rejected this one. The new bill will be "so much better" and "so much more focused on security" that many Republicans will switch to support it.

And we'll be fighting en masse to break any bill that doesn't seal the borders first. I know Duncan Hunter is like 1% in the polling, which just baffles me, because he's the obvious conservative to give us true border security while fighting the WOT. The GOP primaries are just as important in winning the immigration debate. Any Bush moderate who wins the nomination. will sign a poor immigration bill.

I doubt it will be later this year. The presidential and Congressional primaries will consume all the oxygen for the rest of the year, including challenges to Senators who voted for cloture. I can see Senators trying to attach immigration related amendments to appropriations bills however.
