I don’t think a defeated bill can go to the Senate. A separate Senate bill would have to be done, and I can’t imagine any kind of success like Feinstein might think it would get.

I think what happened is that Pence presented a bill that would deny the FCC the right reenact the fairnes doctrine. That would go to the senate. A bill was not defeated it was proposed and passed the house
