I don’t know if tobacco smoke is harmful or not. Frankly, I don’t care as long as I can avoid it. If a restuarant or bar has smoking, I don’t have to go there. The business owner should decide whether or not he wants my business.
Public spaces are different. We all have to use the public realm.
There IS a problem deciding where to draw the line in public spaces. Yet we seem to have always made nuisssance laws. They are challenged all the time, but most people support them in principal at least.
Do you wish eliminate public space nuissance laws?
One day soon, a Brit or an American Democrat will propose a law banning smoking while on the Atlantic Ocean, for fear of someone discarding a cigarette butt into the pristine waters or polluting the airs.

Anti-tobacco zealotry is a dangerous disease. Those who suffer from it should be involuntarily committed.”
We have this ridiculous zealot driven anti-smoking legislation also. The bar I frequent doesn’t sell food, it gives it away - that gets around the smoking nazi’s nifty formula here.
Anytime an area draws up a set up tightly drawn laws, they incorporate numerous potential loopholes in the process.
Perhaps in the UK, a pub owner could operate in a tent in a field and give the drinks away with the people making a contribution. Peer pressure ought to normally work out the price so the owner makes his profit.
