By the way, you missed my point. The State Dept. comes under Bush's purview. So, as in this case, the State Dept. is doing what Bush wants.

I still say Bush did this in a fit of petulance.

The “Robber Barons” robbed nobody but helped build up America as an industrial nation. The namecalling against them was by the socialists and ‘progressives’ of the era. Our economy grew by 7% a year on average from 1865 to 1929, an amazing accomplishment that created wealth and a middle class that never existed in any society before. We owe a lot to the early industrialists and fail to give them credit that is due them. They were no different than Bill Gates and Steve Jobs in our era. Except maybe Jobs and Gates have done a better job at PR.

Come to think of it, you are right. Today’s ‘robber barons’ are Gates and others in high-tech. They have created huge wealth, advanced our nation, and done quite well for themselves in the process. To keep the ball rolling, they want highly skilled employees, but our education system is so awful, we don’t produce the level of skilled engineers required. So, they are asking for the H1Bs, etc.

Maybe we need to import profession *schoolteachers* from other countries, break the NEA, implement school choice nationwide, and raise standards significantly so American-educated workers can once against competitively fill these needs. Now *thats* doing a job American Educrats refuse to do!

The truth is we don’t need any H1B visas. What we do need to do is to get better at teaching our own students how to do math and science in K-12. The teachers unions will have a hard time doing that without a kick in their collective rears. My hope, is that as boomer engineers retire they will get into teaching higher math and science on a part time basis so our high school kids get a decent education. As for the youngers, which is where the problem really lies (because of the progressive nature of mathematics instruction), I’m not sure how we should proceed.

I always thought of the H1B program as a way of balancing demand. The system can't always predict how many engineers to educate. Remember the 70s when aerospace shut down and engineers got pink slips. But when these days we are forecasting a constant shortage we are really permitting, even encouraging our domestic system to underperform.

Hasn't usefulness to the existing American culture always been a requirement for legal immigration? Why the aborted "special program"?

When did we abandon all qualifications?

what this does is to bring more businesses..those who were expecting an influx of skilled professionals..at budget salaries..on board the immigration bandwagon for the next go-round.

I hadn't thought of that angle...great point.

True, but as an IT professional, this probably helps increase my income. Foreign imports drive down wages at all levels....except, if you are an executive or owner of the business.
