My thought too. The Brits and US compare notes, see similarities in the source, pattern and characteristics of work visa applications and panic--as well they should. Unless there's an adequate vetting system in place (yeah, what are the odds?) the only safe option is to temporarily shut it down.
The notion that this is "revenge" for the failure of the amnesty bill strikes me as highly unlikely. Bureaucrats simply do not move that fast. Someone cut some serious red tape for this one.
