that darn Constitution just keeps getting in the way...
The per capita income for the city was $14,717. 26.1 percent of the population and 21.7 percent of families were below the poverty line. Out of the total population, 34.5 percent of those under the age of 18 and 18.6 percent of those 65 and older were living below the poverty line.
Even the poor aren't so stupid as to stay on Rep. Conyer's plantation. Since he took over the seat (1965) about 1/2 the population have left! It would be very difficult to find any other city or district in America that has seen it's population fall by such a large amount.
(This, of course has meant that his district has been continuously gerrymandered for him to keep it majority black. At some point he decided he could equally well represent the largest Muslim enclave in the USA and now has Dearborn in his district.)
