Ramos and Compean were doing their jobs, which interfered with Bush's plan to let every illegal across the border. They are a message to other border patrol agents to not actually do their job.

Had they actually been doing their jobs they wouldn't be in prison right now.
Shooting unarmed suspects and filing false reports aren't in the job descriptions of any law enforcement agency I'm aware of.
