A 17 year old and a 15 year old is not that uncommon. The sentence is too harsh.

A lot of States have a provision that they won’t prosecute if the parties are within 3 years of each other. (and consensual of course.)

This does seem like quite a harsh sentence, and when the kid gets out, he will probably have turned into a real criminal.
