Ocean Fleet in 20 Yrs to Reach USSR Times Level
The Russian fleet is to receive six full-fledged aircraft-carrying attack groups within the next twenty years with additional forces and one aircraft-carrier in each, the Russian Fleets Commander-in-Chief Admiral Vladimir Masorin told reporters on Tuesday.
Three attack groups are to be based in the Northern Fleet with three others in the Pacific Fleet. This number of ships will make it possible to keep two aircraft-carrying vessels on duty and two more in alertness while two others can undergo repair and modernization works.
The new vessels will exceed the number of aircraft-carriers of the Soviet fleet in the late 1980s with four heavy carriers, Kiev, Minsk, Novorossiysk and Baku.
The construction of the first new aircraft-carrying ship for the fleet is to start in the next decade. Until then, Russian is going to start using a new series of surface battleships to accompany the aircraft-carriers, fight planes and submarines. Russia is also going to build a flight simulator for pilots of seaborne aircrafts to replace an old one situated in Ukraine.
The reform will raise the fleet to 300 battleships. The share of vessels in the ocean zone will grow dramatically.

In twenty years some of our carriers will be orbiting the earth.
Never underestimate the Russians and their potential industrial capabilities. Remember, they don’t have the environmental regulations and bureaucratic red tape to deal with. And, I bet that the carriers will be floating by at least 2014.

How much of that is actual money that the Russian gov has access to, rather than what is owned by the various former KGB power blocks and criminal gangs within Russia?
They will likely be mid-sized (55-60,000 tons), around the size of their one current flattop, making them larger than the French Charles DeGualle but smaller than any of the US carriers.
It looks like there are going to be a lot of new carriers entering the world's navies in the next 12-14 years.
China looks to be nearly complete with its refit of the Varyag and has announced plans to build 4-5 additional carriers.
India has purchased a carrier from Russia, which should be delivered sometime in the next year, and has just begun construction of its first domestic flattop.
South Korea is building a large amphib that has a secondary role as a sea-control carrier.
Japan is building three of its new "helicopter destroyers" which are really sea-control carriers, but Japan cannot possess carriers under its current constitution.
Spain and Italy are each building a new 26-27,000 ton light carrier to add to their fleets.
The French are looking at adding one or two conventional-powered versions of the DeGualle to their fleet.
The British are looking at adding two mid-sized carriers to their fleet, but this plan might be on hold due to the massive downsizing of their fleet.
In addition, Brazil is looking at adding another carrier to their force and Argentina and Australia are contemplating the possibility of adding a light carrier to their fleets.
I wasn't trying to provide a stratification of wealth dispersion in Russia ...I was simply trying to show that the Russian economy is not exactly equal to that of Portugal (unless you multiplied Portugal's economy 8 times).
However, on the matter of wealth dispersion and disparity, there is a lot of corruption in Russia (probably saying 'a lot' is an understatement) but it would be folly to say that all that money is tied up amongst the Oligarchs and Mafiya (Red Mafia). Also note that with the current energy price levels Russia has been making money hand over fist. Remember that Russia has the world's largest natural gas reserves, the 2nd largest coal reserves, and the 8th largest oil reserves (although it has the 8th largest oil reserves it is the 2nd largest producer of oil in the globe). The natural gas thing alone is enabling Putin to basically toy with Europe ....think of it as a form of 'energy terrorism' more effective than any threat he could come up with using missiles.
There is this image in FR that the Russia of today is the same one of a a decade ago that had all those rusty ships and hungry people. Now, there are a lot of inequalities (things could be far more equitable for one), but the image that Russia is a broke nation that needs US aid to survive is a tad bit outdated (maybe by around 8+ or so years). With the current energy price levels Russia is actually flush with money, and this is why they are doing all those crazy spending programs of theirs (they might be overstepping things if you ask me).
Now, this talk of 6 aircraft carriers is IMO a typical example of Russian 'overexuberance' (maybe a better term would be exaggeration, blatant stretching, maybe even propaganda). 6 new aircraft carriers would be a huge step even for the US.
However, Russia is NOT the same size (economically) as Portugal (unless you diminish Russia 8 times, or augment the Portuguese economy by the same). It has a lot of corruption, and the criminal element could make some South American banana republics marvel ...but one cannot attribute all of Russia's income flows to the Mafiyas and the corrupt plutocrats (and even if 100% of it stemmed and flowed from such types, it is not as if they simply bury it in the ground where it just festers away. It would still be churning in the economy).
Russia has many faults, but bread lines in Moscow are not exactly the case anymore.
The Russian navyis in such poor shape that a lot of its finest surface ships can't get away from their berths due to maintenance issues.
Before they embark on this ship building program, they have a lot of remedial work to do.

The Russkis should leapfrog the US and develop UCAVs and compact carriers for them, instead of full size CVNs.
That’s not the point! Aircraft carrier is instrument of achievement nation interests in various areas of the globe, if such postulat has in military doctrine of state (USA has)! USSR never had such postulat in military doctrine which declared only defence own territory therefore aircraft carriers never been needed for USSR. Contemporary military doctrine of Russian Federation also has only “protective” postulats. May be Russian authorities will rewrite own military doctrine, but in such case Russia become aggressive state and in future, humanity can see new world war for repartition of the world, as that was in the past..
Since the end of 60’s USSR had torpedo Shkval, since the end 70’s - cruise missile Granit; later a lot of new fatal weaponry were added on alert. Any of them can sink any aircraft carrier together with its escort ships. And now, possessing many kind of weaponry to carry out an assassination of any aircraft, new Navy commander-in-chief announce about building 6 new aircraft carriers...
Why? My answer is - to saw up and to steal money..
