This is not even remotely surprising. We use nuclear leveling devices where I work, and we are required to jump through lots of paper-work hoops to maintain these systems by the NRC.
Never had a audit, Never had a phone call. We simply fill the paper work when required and send the step fees and all is well.
If Bush and Congress think their numbers are low now, wait 'til something bad happens because of this type of policy...
