I went to make darken "and persons operating motor vehicles with a license issued by a juristiction outside Virginia."

Ok, is it just me or does this sentence not make sense? Maybe I need more coffee.

It makes sense if you read his whole post. He’s going through the various versions of the bill, highlighting (darkening) the relevant sections.

When he gets to the Governor’s version, he can’t find the text he’s looking for that refers to out of state drivers.

That make sense now?
