No decent people are going to agree to place a "tariff" on money transfers from people trying help their impoverished relatives in other countries.

They're paying taxes on everything they buy and every commercial transaction just like everyone else, and you don't know what's under the table and what's not.
Plenty of natural born citizens work under the table for that matter.
