I did forget to point out that Giuliani didn't go with the suggested Bronx (Brooklyn?) location for NYC's Emergency Management Center as well. The memo stated that the Bronx location was a less attractive target than the WTC.
Too much ammo for the Dems, plus his less than conservative social policies.
