OK, so Canada DOES meet the standards? I bet almost every affluent country is a "transit and destination country", but this article doesn't make that apparent because it lists no other "tier 1" countries. All other countries listed are tier 3 countries that DON'T comply. Are all countries studied ranked in tiers 1, 2 and 3? If so, ranking tier 1 is actually good. There is not really enough information here to make a judgment against Canada. I'd like to see the report. Perhaps it does paint Canada in a bad light, but based on the information presented here I can't make a judgement--at least in comparison to other first world countries.
