While code enforcement inspectors and city police plotted to raid an overcrowded west Frederick house early Tuesday morning, its nine residents slept.
Before the surprise inspection, a woman and her four children dozed in a 10- by 12-foot bedroom. Her uncle slept in the adjacent bedroom while her nephew curled up in a crudely converted attic space. Two other men slept in the house's primitive basement apartment.
A 7-year-old boy tucked into a Teenage Mutant Ninja Turtles bed roll was dreaming about playing with dogs.
Later in the afternoon, the city code enforcers decided to condemn 5712 Butterfly Lane, a house representative of a problem they say is growing.
Michael Blank, the city's code enforcement manager, said Tuesday he doesn't have statistics to prove more complaints are coming in, but the increase is obvious to his staff.
An overcrowded residence can be a nuisance to the community, Blank said. The extra traffic often clogs the roads, causes parking problems and burdens city resources.
It can also pose health hazards to occupants.
Many rooming houses are converted from single-family houses to dormitories, usually without permits or skilled workers, Blank said. That could mean electricity and plumbing are not up to code and might be unsafe.
During a fire, an overcrowded residence could be a disaster.
Just after 5 a.m. Tuesday, Blank gathered three code inspectors and three Frederick Police Department officers in the basement of the Municipal

Ive seen as many as 15 cars and trucks at one residence and chickens in backyards--if this isnt bad enough, streets and backyards are used as latrines.
Our once great cities are being destroyed because the federal government refuses to enforce its laws.

Well, she immigrated from Guatemala. Who knows if she came here legally or not. Anyway, are they going to argue selective enforcement against immigrants? Are we going to see zoning lawsuits? The housing there is zoned as single family, and likely has limits on numbers of people unrelated to the owners/leaseholders.
Oh, so that explains it. Must be because it's near the country club that they felt the need to disturb these poor sleeping people. /sarcasm
I have an acquaintance who is a sexual abuse investigator for Dallas County. He says the problems are particularly acute in these overcrowded houses because of “access.” The nephew just out of jail who goes to live with the aunt and uncle who relegate him to the same bedroom as the 13 year old daughter. The more you crowd in, the more likely the temptations to commit abuse.

In Mexico many of the sewers are so bad, people don't flush the used toilet paper down the drains; they collect it in trash cans in restrooms. Yes it's really disgusting.
Some gas stations along I-35 or US-59 in Texas have lots of illegals using their restrooms while travelling, and they will put their used toilet paper in the trash cans.
Of course not they are not relevant here. What is relevant is the owner had not obtained proper building permits. In addition some of those rooms were not build to code, the owner did not respond to notices and the residence was zoned as SINGLE Family
The problem with that is that they tell the inspectors that the boarders are their “family”. While we think of family as “immediate family” plus maybe a grandparent, a “family” to them could mean anyone from their village.
When a street has a sewage pipe system built to handle 20 families, and then there are 60 or 80 families using the toilets.....it gets ugly and smelly fast.

It is COMMON in Houston that every stall will have a wastebasket. You'd better have one, or the used toilet paper will be thrown on the floor.

Well that sounds like a personal problem to me. 1.Fact they were in violation of city codes, 2. the house is zoned single family, 3 They did not respond to requests plus other reactions all which were sufficient to condemn the home.
When 15 people use a septic system designed for a family of four, they might as well use the backyard as a latrine.
