That time frame coincides with a State Department initiative to train Iraqis in the management of various elements of facilities management. There was a big push to hire people of all disciplines who also spoke Arabic. The problem became that State recruited from various agencies but wanted the individual agencies to pick up the tab. They couldn't understand why the Army for instance didn't want to pay their folks to work for State.
