Big bucks to be made tapping into the beltway money pipeline. They believe that "health care issues" should be the domain of the federal government. They set themselves up to be in a position to advise and influence the bureaucrats that will make those decisions, and profit from it.

They also believe that gun ownership is a "health care issue".

That game has worked so well for drugs that they must certainly believe it will work for guns...they may be right.
