There is no connection between the two issues. Aid to Holocaust survivors, or any poverty, is an internal issue. The $6 billion increase in aid is strictly military, to offset the impact of selling an additinal $20 billion in arms to Saudi Arabia, still at war with Israel. If we didn't sell arms in large quanities to the Arab states, aid to maintain Israelis technical parity would be completely unnecessary.
