Investigators found a note Heyward left at her apartment, explaining that she had arranged for a baby sitter, but when plans fell through she took the children with her in the car to work in downtown Charleston Townhall.com
This sounds less like a case of not being able to afford child care and more like a case where the baby sitter didn't show.

I do think that social services in most areas has help for single mothers. There are subsidized day care places and some special programs for short term help. This poor woman just seems too stupid to properly care for the kids. Stupidity isn't a crime, but the result might be.
