By a matter of degree.The Former Twelfth Lady,for example,is willing to do *anything* to satisfy her ambitions.Other politicians aren't prepared to go quite that far...or,perhaps....nearly that far.
This clown was prepared to become a RAT.That indicates to me a basic amorality and/or a breathtaking level of ambition.
And if they thought that their political life depended on it I'd bet that every Republican in the state legislature, or in Congress would do the same.
