There, they were handed applications by an instructor who, believing they were in the country illegally, advised them to write made-up Social Security numbers on school applications, prosecutors said.
The instructor said they could use someone else's number or buy one on Roosevelt Avenue in Jackson Heights

Aside from the frightening Homeland Security aspects, who thinks these “graduates” are actually safely removing asbestos? A service for which an arm and a leg is charged.
Isn't that the domain of Mrs. Charles Schumer... ???
Asbestos removal is not exactly rocket science, but if it is not done right it can easily contaminate an entire building.
Realistically speaking this may not pose a huge health risk to the occupants, but if it happens the cost of fixing it goes up exponentially. A blown project can get VERY expensive.
