That is true. That is why N. Korea always ask for oil as an aid package.
Their air force is a toast because chronic fuel shortage led to so little flight time for their warplanes that pilots had little training time in the air.
As it stands now, N. Korea will be more likely to mount non-conventional warfare, a state-scale terrorism: Missile stippled with WMD rain down S. Korean population center, followed by their special force taking entire cities hostage.

I have read the North Koreans, over the years, have built up disproportionately large unit(s) of special forces operators. So what you say makes sense.

If North Korea were to launch a mechanized thrust through the DMZ, tactical nukes would fall on their armored formations.
