Any bets on whether this company was hired as subcontractor on the basis of merit and/or lowest bid?
I can tell you something from my (albeit anecdotal) personal experience. When my condo was being repaired after one of our Florida hurricanes a subcontracted work crew came in that was probably just off the bus from Mexico City. It took me two months to repair the damage they did while making the “repairs.”
