No, of course it isn't. But that is my point. Since we are subsidizing the foreign shrimpers they can afford to dump the shrimp here at ultra-low prices. Add in that they don't have to follow the stringent U.S. conservation laws and that makes for an even sweeter deal for the foreign shrimpers.
