First, you would have to solve the problem of who gets drafted, and by that I mean do you draft females, students, people with children, people with minor justice system problems, people with low IQ’s (what we used to call “Cat 2, Cat 3” etc. There are pro and con positions on all those groups/situations and this is not 1969, so the same rules would not apply.
Secondly, even if a draft happened Saturday morning, the facilities and the support/training structure no longer exist to any large extent. It would take months, even in the face of a national emergency. It is not good to contemplate the time it would take to train troops. Registration for 18 year-old males may make some people feel better, but it means largely nothing.
On a personal note, having served, I would not want to serve with anyone who was conscripted.
