I think it only forbids him serving as president again. Besides, it isn’t what the constitution says, it’s what they can convince a Clinton appointed judge it should mean.
There was some debate when he left office over if it only meant three consecutive terms were not allowed, in other words, if he could return as POTUS after taking a break.
Of course, if Bubba gets to be veep, the secret service might have their hands full keeping Hilary alive. An instant divorce AND elevation to POTUS might be too much for Bubba to resist.
