A fender-bender at Hoboken and Summit avenues ended with the trunk of a parked car popping open to reveal a box labeled as having radioactive materials, Jersey City police have told The Jersey Journal.
After a response that included cops, firefighters, HAZMAT and other emergency personnel, the father of the car's owner gave cops a plausible explanation for the box, police said.

I just noticed the peculiar way this sentence is phrased. A good question would be, who is the car's owner, why is the car's owner unavailable for comment, and why was this Goran Kukic driving a car that he didn't own, that contained radioactive materials?

I got it from the initial thread on the topic. Shouldn’t be too far down, being something of a slow night and all. Name sounds Serbian to me.
A couple of years back, I had an experience that indicates how seriously they take this stuff these days. A guy who had received a radioactive Iodine dose as a follow-up to thyroid cancer surgery was coming home from the hospital and stopped at a supermarket to shop. On the way out of the store, he walked by a fire truck, setting off the radioactivity detector in the truck. They followed him, called the cops, who called the FBI, and this parade of about a dozen law enforcement vehicles finally stopped the guy in the street next door to where I live. They cordoned-off a two block area and evacuated us while they were in the process of figuring out exactly what was going on.

That sounds crazy but I am so glad they can detect this stuff because we can’t (without reading up on the subject a lot and getting an expensive device)
Goran Kukic is not a Micronesian name. I believe it is Serbian. He was involved in the “fender bender” and fled the scene, but was captured and detained. There was a box in the trunk of the car, which he apparently did not own, that emitted high levels of radiation. The box apparently was removed, and radiation levels in the vicinity are now normal. The father of the car’s owner has provided an explanation for the presence of the box containing radioactive materials in his son’s car that police deem “plausible.” No mention of the name of the car’s owner, or the name of his father, who is providing explanations.
That’s my understanding of the situation.
Personal possession of Geiger counters has not (yet) been prohibited. You too could detect it, if you wanted to.

Kukic was in a different accident alltogether on the Garden State Parkway, not Jersey City.
The article says the car with the box marked radioactive was parked, not being driven - which makes it not too surprising that the owner might not be immediately available but a relative might be.
Th only thing curious is the on-scene reporter freaking out about high levels, when the lack of activity in the background seems to show it’s no big deal.
You are confusing 2 different accidents. The 2 people in critical condition had nothing to do with the Jersey City accident.
