And how are they paying for that 18% increase? Are they encouraging more drinking, more smoking, or are people staying in hotels more?

Sadly, I think you are right. This is how the slime ball Governor Lynch, as soon as he got his D majority in the state house operates. Sign a budget that increases spending to such an extent that the existing, property tax based revenue stream cannot possibly support it.
Then, a year or two down the road, when the inevitable fiscal crisis occurs, that smiling phony Governor of ours will proclaim that he is, reluctantly, making the politically difficult, but fiscally prudent decision to propose a broad based tax (my bet is on a sales tax.)
His upcoming Proclamation will be completely disingenous, of course, since he himself has planted the seeds to create the upcoming budget crunch. I fear he has snookered the people of NH, but am hopeful that his dishonesty will be on display for all to see.
