Those marks are tribal tatoos - common with older and traditional Arab women. She will have them on her hands as well.
They are very handsome decorations and universally admired - probably you are jealous!
Someone on the other thread about this said that the tattoos were so her hubbie could pick her out in the herd.
Probably look better on younger women.
