They don’t say its just an environmental issue though. It would be nice if they clarified.

That sounds reasonable - hopefully the media will have a rational reading of the situation. Droughts happen.Between the terms "heat wave" and "nuclear plant," the chances of the media handling this in a rational manner is about zero.
