You're painting yourself into a corner. Using your rationale there would, in all probability, never again be an impeachment of a president. The "War on Terror" is no different that the "War on Poverty" (1964) or the "War on Drugs" (as early as 1880). None are really wars, but instead efforts to suppress certain actions. Labeling supression of hostile actions as a "War on Terror" is nothing more than a political gimmick.
Did you know we also have an ongoing "War Against Obesity"? Don't be fooled by the government's use of the term "war". It's worth billions of dollars to the politicians.
