Possible motives:

(1)Kim Jong-il tries to milk more from S. Korean President Roh Moo-hyun in return for holding inter-Korean summit.

(2)Kim Jong-il is not well enough to meet him. He is really sick.

(3)Kim has other serious political problems inside N. Korea, and the aftermath of recent flood is only one of them.

(4) Maximize the political impact of the summit by having it so close to the presidential election in S. Korea(Dec. 19, 2007), because a well-orchestrated summit could boost the chance for a left-wing candidate.
