All I see happening here is the imposition of the National ID card at the state level to go around the relatively recent passport requirement, one which the US Govt. imposed anyway, and the issuance of passports is something the US Govt. controls.
In the late 60s and early 70s, I traveled Canada, Mexico, Bahamas, Jamaica, And Dominican Republic with nothing more then a very low tech Tennessee drivers license. If I recall, it did not even have a photo.
It goes to show how much times have changed in the last 40 years. It is sad.
