I say cut the state apart at the peak of the coastal mountains, thus keeping LA and SF in one state, and the Central Valley in the other state. Then they can figure out where to get water from because we would CHARGE BEAUCOUPS BUX THEM FOR IT!

Why? Nebraska and Maine do this.

The Nebraska and Maine legislatures passed legislation to do this not referenda. The US contstitution is rather explicit in stating that it is the state legislatures alone that have the authority to determine the method by which electors are chosen.
