In a fire, is one supposed to take the stairs because the elevator could stop running, or because the fire might travel up the elevator shaft?

They dont want you in the elevator during a fire because the elevator might stop on the fire floor. I never heard about fire being in the shaft, though i suppose that’s a possiblity too and they dont tell you dont so as to not make people nervous about elevators.
