You are just making excuses for the criminal incompetence of Indian govt and its reluctance to pursue any course of action in the wake of terrorism.
By this “bad neighborhood” argument, you imply that just because India has Pakistan and Bangladesh as neighbors, there is no other way but get at least 3000 people murdered by them each and every year.
Its this kind of defeatist attitude that will ultimately ruin India.
Iraqis are killing each other. Foreigners are killing Indians.

Your jingoism and penchant for blaming the govt of India is quite obvious. Terrorist attacks happen in various parts of the world even when those countries have good neighbourhoods. So are those govts criminally negligent?
So many of these govts in Europe for e.g dont even extradite criminals who are wanted in India. Are these attitudes “hard” on Crime? These are the very govts who harbor criminals and plead the Indian govt to stop the practice of Death penalty because they consider it inhuman.
Stop the jingoism and put some perpective in your head.
