Hallway rape went unreported by neighbors

Surveillance video shows that five to 10 people in the St. Paul apartment building saw a man attack a woman - but did nothing.

The video shows what most witnesses in a St. Paul apartment building apparently didn't tell. A man beat a woman, removed his pants and sexually assaulted her in a hall, and five to 10 people saw at least part of the attack but did nothing to intervene or help, according to investigators and court documents.

It was only after police were summoned on a report of two drunk people lying in the hall that they learned there had been a rape. Rage Ibrahim, 25, of St. Paul, was charged Thursday with first-degree and third-degree criminal sexual conduct. He is in Ramsey County jail.

The criminal complaint filed in Ramsey County District Court said the surveillance video showed the woman lying in the hall as early as 1:20 a.m. Tuesday. Police weren't dispatched until almost 90 minutes later.

Residents on the second floor of Afton View Apartments weren't talking much Thursday afternoon. One man wouldn't come to his door. A young woman, with children surrounding her, said: "I don't know anything."

Though the building's resident manager wouldn't provide demographic breakdowns, the tenant list in the entryway is dominated by Somali surnames -- a segment of St. Paul's population that police say is often reluctant to report crimes.

That reluctance is of such concern to police officials that Chief John Harrington has been meeting monthly with Somali elders to encourage community cooperation in criminal matters, police spokesman Tom Walsh said Thursday.

This definitely reminds me of the Kitty Genovese case. What a bunch of sick and callous people who live in that apartment building in St. Paul.

The best that I can conclude is that liberalism causes indifference.

The building was entirely Somali immigrants.
From what I hear, calling the po-po/goobermint is a big mistake where they’re from and they haven’t caught on to American justice, yet.

That’s the problem when you import cultures instead of people.

And yet there are still bright spots of selfless concern. A local teenager saved 3 people from a burning mobile home including an elderly man and a child. When interviewed on TV news, the teen said, “Well, I saw it was on fire and figured I better see if anybody needed help gittin’ out.”

One can assume they are mostly here legally. They are probably part of some refugee program. So, if legal immigrants don't report crime, how will making illegals legal be any inducement to report crimes?

Just another dumbing down of our safey system in this country.

Everyone of the people that can be identified as being a witness to this brutal crime should be charged with conspiracy to conceal a felony!

My Mom grew up in the tough streets of Youngstown Ohio when steel was King. One evening when I was in my teens in St. Petersburg Florida, riding in a car with my Mother driving (as I wasn’t old enough to drive at night! Boy, THAT was a long time ago!) along 9th Street South, when we both saw a guy jump from between buildings and start beating on a woman who was walking down the street. My Mom slammed on the brakes, I jumped out yelling at the guy and he stopped, turned tail and ran! The woman was a little shaken up but thanked me and did not want the police involved(boyfriend or something). She went into her home which was two doors up.

After the whole thing happened and we were back in the car, I started to think that I could have been killed! I told my Mom and she said that I could have, but guys who beat up on women were mostly cowards and would run, if confronted. I asked her “But what if the guy had hurt ME?”

She didn’t even have to think about a response.

“Well, if that happened,” she said “then they would NEVER find HIS body!”

I love ya’, Mom!!!

I don’t buy that for a second. I contend the actions in that hall are an accepted, if not reluctantly, part of the culture. I’m to believe 10 people couldn’t get an unarmed skinny kid off that woman with very little risk to themselves? I’m not looking for anyone to play Rambo but JEEZ.

Depraved indifference.

It’s a cultural thing. Somalia is a violent, barbaric, savage place, filled with violent, barbaric, savage people. Does no one remember how armed Somalis hijacked food convoys and extorted protection money from Western do-gooders attempting to feed their starving compatriots? Some genius thought it a good idea to import these people to our country in large numbers. Sending them to liberal Minneapolis was another stroke of genius: it guaranteed they would never be asked to change their ways and adhere to civilized standards of behavior.

The thing to remember here is that these were not Americans, they were Somalis who came to live in America.

It is essential that American immigrants strive to become Americans. Those who refuse to do so, should be returned to the hellholes they left.
