WASHINGTON - The Iraqi government has failed to meet the vast majority of political and military goals laid out by lawmakers to assess President Bush's Iraq war strategy, congressional auditors have determined.
The Associated Press has learned the Government Accountability Office, or GAO, will report that at least 13 of the 18 benchmarks to measure the surge of U.S. troops to Iraq are unfulfilled ahead of a Sept. 15 deadline. That's when Bush is to give a detailed accounting of the situation eight months after he announced the policy, according to three officials familiar with the matter.

How many “leaked” GAO reports does this make?
One of the most partisan government agencies who sole goal is serve the agenda of the democrat party.
Even if they were at 90% reached, they would be labeled “failure”.

What’s the difference if some or all are or aren’t met? It’s an artificial goal to begin with. The point is we must stay and win no matter how long or how hard because the alternatives are unacceptable.

The Congress attack is the GAO report.
An internal White House memorandum, prepared to respond to the GAO findings, says the report will claim the Iraqis have failed on at least 13 benchmarks. It also says the criteria for the report allow no room to report progress, only absolute success or failure. The memo argues that the GAO will not present a “true picture” of the situation in Iraq because the standards were “designed to lock in failure,” according to portions of the document read to the AP by an official who has seen it.
I see the Whitehouse is starting to fight back including the report does not take into account the bottom up political activities like the Sunni tribes joining the coalition ...
Now that they know he's going to tell them the surge is working, it's time for the media to go into a full-on "Iraq is a failure" press. I mean, moreso than for the past several years.
