I seem to recall reading that according to federal law you cannot keep weapons if you are under a restraining order. Doesn’t sound right (and this is “weapons”, not “ammunition”), but who knows?
Anyone can take out a restraining order against you. Under this scenario, you can force the entire state to disarm if all it takes is to get a restraining order in order to make ammo illegal.

As far as I understand, anyone can take out a restraining order on someone. The article doesn’t say if it was a temporary one (without a court hearing) or a perminent one.
And if he was found to be a threat to himself or others, he could have been committed; but he wasn’t.
