Tell us what Mitt has said that conveys to the average person what federalism is all about?

As Governor, he is fully aware of powers of states vs Federal govt. His health care proposal is very market-oriented and also respects the necessity and ability of states to address the matter at the state level, a dramatic departure from Democrat proposals:
- block-granting Medicaid (havent heard about block-granting to states from Repubs for years)
- not dictating one-size-fits all federal mandate on coverage
