If his followers were under the impression that it was just the Republicans out to get them he is re-assuring them that it is indeed all Americans.
The fact that we are not innocent — as the enemies of Israel call them all legitimate targets due to serving in the military, we see bin Laden declaring us soldiers due to our “funding” and “support” for a war against Muslims. Since we are not innocent, we are legitimate targets.

I am slightly perplexed as this just seems to be more of the same. We have been led to believe that the videos are important if by no other way than complete lack of them. Almost 3yrs of video silence for this?

OBL stresses the that point by saying essentially saying that those who died on 9/11 were not innocent. Consistency in his pretense for attacking any innocent, anywhere.
Or maybe, just maybe, it's a twisted version of fair play -- he has to warn us before he can kill us without "blame".
