I don't know about paying off all their loans, but if the program is such that they are really in some service, like they would be if they joined the military, then it might not be a completely worthless idea.

If, on the other hand, they can spend a year smoking pot handing out leftwing flyers in National Parks, then no.

I'm sure a lot of other qualifications are needed as well.
