“Since 1971, federal law has said that commercial drivers must read and speak English “sufficiently to understand highway traffic signs and signals and directions given in English and to respond to official inquiries.”
Given that most of our signs, singals, and directions are pictures or colors, I would say almost anyone in the world could understand English to that particular level of “sufficiency.” The responding to official inquiries part, well, I’d be willing to expect that part gets enforced about as much as employers requiring valid social security numbers does.

What a great idea. Now how to put it into action?
