The table attached to the sources says that 98 congressmen were counted as not voting, including a goodly number of Republicans. That’s more cowards than I would have expected.

They even elected him Mayor when he was 26, and he proceeded to sink the city into bankruptcy. After that fiasco, they STILL elect him to congress.
