In the middle of a fiscal crisis and while cutting conventional urban services Toronto went ahead with the purchase the real property owned by the failing Theatre Passe Muraille company at a price of 1.2 million dollars and leased it back to the company at $2.00 per year.

Council approved the purchase by a vote of 30 to 8.
