So can anyone explain to me why any parent would allow a teenager that had received their license that day would be allowed to be out driving at 10:20 PM.<

I would and did. My son is very responsible and had proven to me that he knew the rules of the road and what to do if any passengers in the car got unruly (pull the car over and throw them out). He has a 4.0 and has never given me a moment's trouble. If he wanted to stay out until 10:20 pm on the day that he got his driver's license - so be it - he has earned it. Now, the idiots that pulled this stunt are not bad teenagers, they are criminals.
